Under the 2025 election rules, each of Brazil’s 27 state federations has a vote weighted at three. Together that is 81, compared with 40 for the 20 Série A clubs and 20 for the 20 Série B clubs. The May 2025 coalition
Samir Xaud was elected for 2025–2029 with 103 weighted votes. The graph distinguishes the 25 federations that supported his original candidacy from the election result: nomination support is not a claim about an individual secret ballot. São Paulo and Mato Grosso remain visible as electors without that nomination edge. His eight elected vice-presidents show the next layer of governance. Where the older money trail joins

The continuing question
Presidential succession alone cannot explain Brazilian football governance. The research asks which federation institutions and officials persist across administrations. Family succession, stadium procurement, offshore vehicles and political networks are retained as specific research tasks; no unverified connection is converted into a public finding.
